How to Keep Live Photos Disabled

If you wish to keep Live Photos disabled: 

1. Go to Settings app on your iPhone. 
2. Select Camera. 
3. Select Preserve Settings.
4. Turn on Live Photos.

By doing this, Live Photos will remain off until you turn it back on.
